Lt. Col. Hoffman opened the panel by telling us that talking to hybrid warfare is very timely and very relevant.
“We need to have this debate today to make the kind of investments to make the kind of shifts for our forces to prevail in the 21st century,” Hoffman said.
Vice Adm. Bob Harward, our deputy commander, said discussed the linkage of state and non-state actors.
“It may be broader than that. It may include criminal activity. It may be any of the disenfranchised, disenchanted and criminal elements,” Harward said.
What does this mean?
According to Harward, there are a lot of micro actors who are not enchanted with what we’re doing.
“We’re seeing increased sophistication. Use of the Internet is now our fifth domain of battle,” Harward said. “We’re seeing linkage of disparate networks.”
As he closed, he focused on leadership.
“Leadership. It is going to be the cornerstone we win this war on,” Harward said. “Educating, grooming leaders with the right experience, the right understanding, the right perspective to be able to work in the inflexible certain environment.”
