New York Times Bestselling Author of The Pentagon’s New Map Dr. Thomas P.M. Barnett kicked off the 2nd day of the 3rd Annual Joint Warfighting Conference with a plenary address. He discussed what the U.S. and allied forces should do to close the gap between what he called the ‘functioning core’ and the ‘non-integrated gap.’
“We need to work across the ‘Core’ to improve our ability to withstand and mitigate 9/11 likely ’system perturbations.’ We must discretely firewall of the ‘Core’ from the ‘Gap’s’ worst exports. Pandemics, narcotics, terror…but we must keep immigration open. We must shrink the ‘Gap’ by exporting security to the worst security sinkholes located there. We need leviathan force, and we need nation builders, crisis response and counter insurgency forces. We need to build those forces up.”
Barnett said he looks at hybrid war as an attempt to influence budget. Rather than focusing on hybrid war, Barnett said it’s better to focus on hybrid peace.
