Davenport, Canova talk about joint, multinational experimentation

Day 1 of the 2010 Joint Warfighting Conference came to an end for me with a discussion between Navy Rear Adm. Dan Davenport, Joint Concept and Experimentation Directorate director, and French Rear Adm. Christian Canova, ACT Capabilities Engineering assistant chief of staff, on “Joint and Multinational Experimentation.”
Davenport talked about USJFCOM’s concept development and experimentation, explaining how answers to complex problems are reached.
“We work together with the warfighters — the experts — to come up with the right kinds of solutions. And then we include those operators — the experts — within the experimentation to make sure that the solutions we come up with are valid and meet the needs of warfighters. Then we work to transition those solutions, to turn them into real change for the warfighter, to institutionalize them so that they are endering changes for the warfighter.”
Canova, who earlier in the day talked about “Hybrid Threats and Irregular Warfare,” spoke about concept development not being a new idea and how a huge partnership and not just a single nation working to achieve results was a large improvement.
Both men also discussed the Multinational Experiment (MNE), a campaign originiated in 2001 between USJFCOM and ACT that involves partnership between 18 countries and NATO. MNE 6 is a two-year multinational and interagency effort to improve coalition capabilities to counter irregular adversaries and to prevent non-compliant actors from becoming adversaries through application of the comprehensive approach.
The theme of MNE 7 has been decided upon, according to Davenport, who said it would be “access to global commons.”

Earlier this summer, participants from DoD, coalition partners and other government agencies examined the Capstone Concept for Joint Operations.
I got a chance to sit down with Rear Adm. Dan Davenport who shared some of the insights from that wargame and what it means for the joint warfighter of the future.
Sharing information in a crisis

MC2 Katrina Parker takes us inside a limited objective experiment designed to look at sharing of information with interagency, multinational and non-government agencies during crisis operations.
Our folks in the Joint Concept Development and Experimentation Directorate worked with the Joint Staff, National Guard Bureau, U.S. Northern Command, U.S. Southern Command, U.S. Pacific Command, U.S. European Command, U.S. Africa Command, U.S. Special Operations Command, the Department of State, the Virginia Emergency Operations Center and the aircraft carrier USS Harry S. Truman.

An industry day in more ways than one

Today was a big day for our partners in industry no matter what way you cut it.
MC2(AW) Nikki Carter gave us a preview of an upcoming industry day at the Joint Warfighting Center. This will go down June 13 and was the event Maj. Gen Kamiya was discussing in The New Triad article last week.
We also announced the new multiple award contract winners today. These four companies will be supporting our joint concept development and experimentation work. These multiple award contracts represent a new way for us to do business and helps us get the best value for the command and the American taxpayer.
We’ll have a big announcement tomorrow so be sure to stay tuned.
